No. 213/28/92-CX.6] Government of India Ministry of Finance (Department of Revenue) Central Board of Excise Customs, New Delhi Subject : Problems brought up in 33rd Advisory Council - Visits to SSI Units by Central Excise Officers. The Trade has been represented at the 33rd Advisory Council Meeting that Central Excise Inspectors are visiting SSI Units without the Assistant Collector's permission and also refuse to sign the Visitor's Books. Instructions have been issued on this aspect, time and again vide telex issued through F. No. 223/17/86-CX.6, on 10-3-1986, Cir. No. 22/86, dated 27-6-1986, Cir. No. 42/87-CX.6, dated 1-12-1987 , Cir. No. 22/88-CX.6, dated 15-3-1988 and Cir. No. 3/90-CX.6, dated 24-1-1990 . 2. It is again being stressed that no factory in the small-scale sector should be visited by Central Excise Inspectors except with the specific permission of Assistant Collector and for a specific purpose. These instructions are also applicable to Preventive and Internal Audit Parties. It is also being reiterated that, these officers are required, on their visit to the premises of a licensee, to enter the relevant particulars in the Visitor's Book being maintained by the licensee.
