No. S25/226/20191 B, Cus Date: 17.01.2020 PUBLIC NOTICE No. 01/2020 Sub: Registration and Application process for all the stake holders under Sea Cargo Manifest Transhipment Regulations - Reg. Kind attention of Authorised Sea Carriers (Including Shipping Line)/ Authorised Sea Agents (Steamer/ Shipping Agent) / Authorised other Notified Persons (Freight Forwarders/ / Authorised Transhippers / Terminal Operator/ Custodians / Authorised persons of all the above is invited to Non-Tariff Notification No. 78/2019 dated 31.10.2019 vide which Sea Cargo Manifest and Transhipment (Second Amendment) Regulations were notified, and filing the Cargo Declaration in the new format under the subject, regulations shall come in 10 effect from 16.02 2020, 2. The requirement of getting registered through ICEGATE under new regulations was brought to the notice of all the stakeholders vide this Office Trade Facility No. 25/2018 and Public Notices 34/2018, 40/2018 and 18/2019 However, it is seen that only few have registered till date. Considering that the testing (If new modules/ messages under the said regulations are available from 15.01.2020 and that the new formats for filing Arrival / Departure Manifest as per the regulations shall come into force from 16 02 2020, the stakeholders are required to get themselves registered under the new regulations before 20.01.2020. During the interim phase i.e. 15.01.2020 to 16.02.2020 the stake holders are required to send the messages/ manifests in the new format as will as in addition to the existing formats for ensuring smooth switchover to the new format. 3 The registrations for all the stake holders were opertaionalized. The master applicant entity will submit the application using their login credentials on the ICEQATE web portal. The application will have details of master applicant entity, persons authorised by them to work on their behalf, various operations they intend to perform under new regulations and supporting documents like address proof, contract/ agreement etc. If the same entity is executing different roles, they are required to apply separately for each or those entity types. Thereafter, the application will be routed through ICES for approval by jurisdictional Customs Officer. 4. A detailed guidance note on the application process, application form and the various codes, terms and validations has been made available on the ICEGATE web portal (https://www.icegate.gob.in/_ScaManifestRegulation.html) as part of a detailed technical guidance note on SCMTR for the benefit of Stakeholders. 5. Different entity types that arc required to be registered under the new regulations along with messages/ manifests they would be required to file with Customs are enclosed herewith as Annexure - l. 6. All the stakeholders are required to take cognisance and comply with the new' regulations.
