No. VIII(12)/ACE/Tech/PN/06/2020-21/5229 Dated: 21.09.2020 PUBLIC NOTICE NO. 34/2020 Sub: - Streamlining of UQCs in Export Declarations - Certain relaxations to Licence SBs- reg Attention of the Exporters, Customs Brokers, trade and other stakeholders is invited towards the Advisory No. 35/2020-Customs dated 18.09.2020 issued by the DGoS, ICES regarding Streamlining Of UQCs in Export Declarations - Certain relaxations to Licence SBS. 2. Earlier Public Notice No. 26/2020 dated 18.08.2020 was issued by this Commissionerate on this subject on the basis of the ICES Advisory 29/2020 dated 17.08.2020. This was done for data standardization as well as better monitoring of valuation related aspects. 3. Representations were received from certain exporters on the inability to file reward Shipping Bills where the UQC of the export item in the corresponding DEEC/EPCG licence was other than the prescribed standard UQCs since System has a check that the item UQC in the Shipping Bill and that in the licence should be the same. DGFT was requested to amend such licences and re-transmit electronically with standard UQCs. Vide Trade Notice 27/2020-21 dated 14.09.2020, DGFT has assured that all future licences will be issued only in standard UQCs as per the above ICES advisory. For the licences already issued with non-standard UQCs, they have requested for a relaxation till 30.10.2020. 4. Accordingly, changes have been made in the System to allow filing of Shipping Bills where the item UQC does not match with the UQC for that export item in the given licence. However, exporters should continue declaring standard UQCs only in the item table of the Shipping Bill. In the licence table, the quantity should be given as per the licence UQC. 5. The above relaxation has been given only for licence Shipping Bills filled till 30.10.2020. 6. Difficulties if any should be brought to the notice of the Additional Commissioner (Air Cargo Export) New Customs House, New Delhi. 7. For Departmental Officers, this shall be treated as Standing Order. This issues with the approval of the Competent Authority, Air Cargo Export, NCH, New Delhi.
