No : CUS/APR/MISC/4730/2022-GR 5 Date: 25.03.2023 PUBLIC NOTICE NO. 08/2023 Assessment of Bills of Entry of old and used goods mostly pertaining to CTH 84 and 85 Kind attention of the importers, Customs Brokers and all other Stakeholders are invited towards the assessment of Bills of Entry of old and used goods mostly pertaining to CTH 84 and 85. It has been observed that there is a delay in processing of Bills of Entry for want of attested Chartered Engineer (CE) Certificate in case of old and used goods after first check examination. 2. CBIC s e-sanchit application is successfully in operation since 01.04.2018. Aimed at further reducing physical interface between Customs/regulatory agencies and the trade and to increase the speed of clearance in both Imports and Exports, this application provides the facility to upload documents at all ICES location across the India. 3. In this regard, it is requested that all stakeholders shall upload all the supporting documents and attested Chartered Engineer certificate on E-sanchit with image reference number (IRN) and shed examination officers shall ensure the same before submitting examination report and forwarding the bill of entry for assessment to FAG. CE certificate should invariably be accompanied with copy of certificate issued by Institute of Chartered Engineers and copy of authorization letter issued by Customs House, empaneling the CE. 4. As a trade facilitation measure this would bring greater transparency, visibility in action taken, along with degree of certainty, thus reducing dwell time. All Trade association/member of customs broker association are requested to take note and publicize the contents of this Public Notice among their member/constituents. This Public Notice should be considered as standing order for the purpose of Officers/staff of ACC, Chennai. 5. Difficulties, if any, faced by the Trade/Importer/CHA in implementation of the above may be brought to notice of the Additional Commissioner of Customs (Group-5), ACC, Chennai.
