Attention of all importers , exporters, Customs brokers, terminal operators, steamer agents, custodians, port authorities, and the trade is invited to the issue that vide Circular No. 09/2023 Cus dated 30.03.2023, the Board has enabled Electronc Cash Ledger system in phases from 01.04.2023. However, on enabling the said provisions, in some instances, grievances from trade have been received that after payment of the duty the same is not being reflected in ICES and Out of Charge (OOC) is not getting effected by the ICES. 2. In View of the above, in order to facilitate the trade and to keep a check on dwell time, it has been decided that in case of import of perishable cargo, petroleum products and other essential commodities, where the payment of the duty has been made but the same is not being reflected in ICES, the shed officer shall grant manual Out of Charge, if the importer produces a bank certificate indicating the payment of duty amount along with an undertaking that in case duty is found to be not credited to the government account concerned the importer shall deposit the same along with applicable interest, if any, immediately. 3. Deputy/Asst Commissioner of transshipment/shed is directed to maintain a register of such cases of import of perishable cargo, petroleum products and other essential commodities, cleared. and at the end of the day, he shall forward the report to DC(Appraising Main) of all such cases. 4. The DC (Appraising Main ) on receipt of such reports, will verify the payments with concerned banks on the following working day. After verification of the payment such entries shall be struck off from the DC/AC Shed register as well as Appraising Main data base and the manual Out of Charge shall be regularized in the ICES system. Standing order No.2/2023 dated 06.04.2023 in this regard has already been issued . 5. Sri R. Mahendra verma ADC (shed) shall act as the Nodal officer to redress the grievances in this regard.
