It has come to the notice of CBDT that upon change/transfer of designated users of FINnet nominated by the DGsIT (lnv.) for the purpose, the succeeding officers are not aware of the user IDs and registered e-mails on FINnet and they face problems related to access of FINnet and its operations for downloading of STRs, Instances have also come to notice wherein designated users flagged certain issues as technical problems on FINnet, whereas there was no such problem and the user was not aware about the operation of FINnet. 2. Keeping in the view the issues encountered in operation of FINnet, the DGsIT(Inv.) may ensure that upon any change of designated registered user, the details of FINnet (for both nodes/accounts) are made part of handing over note at the time of nomination of any new user. It may also be ensured that the new incumbent user is made conversant with the operation of FINnet by his predecessor user. 3. Change in nomination of registered user may be intimated to CBDT as per procedure in SOP for registration of new users. Any requirement for training on FINnet may be intimated to the undersigned so that the same can be organized in collaboration with FIU. This may be brought to the notice of all concerned.
