Ref : CBDT s OM of even number dated 07.2.2019 Inviting kind attention to CBDT s OM of even no. dated 07.02.2019, the undersigned is directed to state that the process of handling of STRs by the Department, especially the Investigation Wing is undergoing a change. A risk analysis based system driven approach to handle STR data is being introduced and a Committee on STR Risk Profiling and Management has been set up by CBDT under the Chairmanship of DGIT, Risk Assessment vide the aforementioned OM. It is envisaged that the number of STRs to be handled by the Investigation Wing shall be based upon the handling capacity of the Inv. Directorates and thus the number of STRs to be handled by the Wing will based upon their risk prioritisation and only highest risk scoring STRs shall be investigated by the Inv. Wing. 2. The undersigned is directed to state that till now, all STRs received in Investigation Division of CBDT used to be transmitted over FINnet to respective jurisdictional DGsIT(Inv.). It has now been decided that the data in respect of STRs shall henceforth be shared by FIU IND with the Directorate of Systems in XML based format of bulk data exchange through Project Insight. Further, till the XML based exchange is stabilised, only F1 STRs shall be transmitted over FINnet . In view of the above decisions, the undersigned is directed to convey that the Investigation Division IV of CBDT has recently forwarded a large number of F1 STRs on FINnet accounts of designated users of FINnet in each DGIT region as per details in table enclosed in Annexure. 3. The undersigned is further directed to convey that as per new mechanism of risk categorisation of STRs, all F1 STRs, being high risk category shall continue to be investigated by the Investigation Wing only , apart from cases to be identified for assignment to Inv. Wing by the STR Risk Profiling and Management Committee. 4. In view of the above, as only high risk F1 STRs are now being transmitted to Inv. Wing, the undersigned is directed to request that necessary action on F1 STRs may be immediately undertaken on priority and action taken report may be sent to CBDT alongwith feedback report in the prescribed pro-forma. The other high risk STRs identified for investigation by the STR Risk Profiling Committee under DGIT, Risk Assessment shall be communicated in due course. 5.
