Doubts have been raised as regards the procedure that should be followed for payment of duty on bulk detergent powder or that packed in units containers, falling under Chapter 34. The matter has been examined by the Board. Packing of detergent powder in small unit containers is a process essential for completion of manufacture of detergent powder. Bulk powder can be treated as a semi-finished product for the purposes of rule 56B and procedure to clear the product without payment of duty followed for packing such powder in small containers in outside premises.
