ESTATE, NEW DELHI No.VAT/POLIC-III/2005/1037 Dated : 19/10/2005 CIRCULAR NO. 36 OF 2005-06 Sub. : Time bound disposal of refund claim. Reference circular No. 6 dated 15.06.2005 issued by the Policy Branch whereby instructions were issued to the operational circle/ward officers to supply one copy of Refund Order to VATO (Refund) for onward submission of refund claims to RBI for remittance of refund to the dealer through ECS. 1. It has been informed that in most of the cases the operational circle/ward officers are using computer carbon instead of good quality carbon paper, with the result that the information contained in copies of the Form DVAT-22 is not clearly legible, or in some cases it is read wrongly due to poor impression of the computer carbon. Operational circle/ward officers are, therefore, advised to issue first copy (white copy) to the VATO (Refund), second carbon copy to the dealer and third copy to be retained in book. Ward officers shall ensure that no column in DVAT-22 is left blank. 2. Operational circle/ward officers are also advised to send the refund cases in DVAT-22 with a typed covering letter containing the following information invariably, besides any other information which they may like to forward. 1. Name and address of the dealer. 2. TIN Number. 3. Amount of refund. 4. Return period. 5. Bank name and branch address. 6. MICR Number 7. Bank Account Number. The covering letter and DVAT-22 both should be duly stamped by the concerned officer and he/she should also ensure that MICR No. is correctly indicated.
