OLTAS INSTRUCTION NO. 36, Dated: 10.08.2009 Based on feedback from the field, the Directorate has provided a facility in OLTAS module to provide access to OLTAS data to the Director General of Income Tax (Inv.) / Director General of Income Tax (Intelligence). The data of their own jurisdiction will be available to them. They can access data of multiple RCCs also, falling under their jurisdiction. 2. For this purpose, a separate user (other than the normal user) has been created for each DGIT (Inv.) and the DGIT (Intelligence) which has to be used for login into the system. Following steps are required to be followed to use the new utility : Open (click on) the Internet Explorer icon. In the address bar type the following URL to login to PDC (Primary Data Centre ): https://itdapp.incometax.net/forms/frmservlet?config=RCCMGR Press go button. After RSA authentication screen a login screen will appear. Enter the user-id/password in the screen. The user-id/password will be intimated shortly through a separate communication. After first login, the user must change the password and enter a new, self chosen password. The same user-id/password will be used to access OLTAS as well as ITS data. The password set at PDC above in step (ii) shall get replicated at BCP (Business Continuity Plan) site in the coming night. As such, this password can be used for login into BCP the next day. For this purpose, open (click on) the Internet Explorer icon and type the following URL in the address bar to login to BCP: https://itdbcp.incometax.net/forms/frmservlet?config=RCCMGR Press go button. After RSA authentication screen an application login screen will appear. Enter the user-id/password set at PDC in step (ii) above. Go to TAS menu and choose OLTAS 31 . A new query screen will appear. Enter the query criteria such as CIN, PAN/TAN, Range of date, Range of Amount etc. and run the query. Data extracted will appear in the scrollable lower block of the screen. Up and Down arrow can be used to go to the next record. In order to save the extracted data in an excel file, click the button labeled as save data to excel . It may be noted that this button gets enabled only after execution of the query. Further if the number of records fetched in the query is more than 65,535, the no. of records displayed in Microsoft Excel '2003 will be limited to this number. However, if the client machine has Microsoft Excel '2007 installed, it will save and display all records (up to 10 lakh in number). The same password can be used thereafter for query on or for access to OLTAS data at BCP. Any change in the login password can, however, be done only at PDC as explained in step (i) and (ii) above. 3. To change password, login to PDC server (follow step i and ii) and for query on or for access to OLTAS data, login to BCP server (follow step iii). Relevant Screenshots are enclosed as Annexure 'A'. 4. Resetting password : A lost or forgotten password can be got re-set by sending a written intimation to the DIT(Systems)-II, O/o DGIT(Systems), ARA Centre, E-2, Jhandewalan Extn., New Delhi - 110 055. The letter for this purpose must be signed by DGIT (Inv.) / DGIT (Intelligence) himself. A system generated fresh password will be created and intimated accordingly by the Directorate. 5. It is further advised that the password must be changed frequently and kept strictly confidential, to prevent misuse of the facility.
