INSTRUCTION NO. 1489/CBDT Dated: November 3, 1982 Reference is invited to Board's Instruction NO. 1089 dated 20-8-1977 and Instruction No. 1411 dated 15-9-1981 directing that the departmental appellate authorities should pass appellate orders. (a) in all cases within 10 days after the final hearing and (b) in all duly heard cases before relinquishing charge on transfer/proceeding on leave. 2. The Board desire that the Cs IT(Appeals) and AACs should strictly comply with these instructions. Stringent action will be taken against officers who do not follow these instructions. 3. With a view to ensure compliance with these instructions DI (RS PR) and DI (IT) are being directed to obtain from CsIT(A)/AACs information regarding number of cases where orders were not passed within 10 days from the date of final hearing or where in fully heard cases orders were not passed before handing over charge on transfer/proceeding on leave and forward the same to the Board with the review of monthly progress reports. 4. These instructions may be brought to the notice of all Appellate Assistant Commissioners working in your charge.
