Historical Perspective: Customs The provisions requiring mandatory payment of Central Excise Duty/Customs Duty/Service Tax has covered a significant journey since introduction in 2006/2007. The following details will help us in understanding this journey. Since introduction of e-payment of custom duty in 2007, it was voluntary, not mandatory. After amendment of section 47 of the Customs Act, 1962 (vide Finance Act, 2012 ) and issuance of notification No. 83/2012-Customs (NT), dated 17.09.2012 , it has been made mandatory for specified classes of importers for the first time with effect from 17/09/2012.
