Central Government hereby re-constitutes a High Level Committee (HLC) subsuming Board of Approval (BoA) - Implementation of the National Manufacturing Policy. - S.O. 1764(E). - Indian LawExtract MINISTRY OF COMMERCE AND INDUSTRY (Department of Industrial Policy and Promotion) NOTIFICATION New Delhi, the 1st June, 2013 S.O. 1764(E). - In supersession of Department of Industrial Policy and Promotion s earlier notifications [S.O. 1268 (E) and 1269 (E) ] dated 01.06.2012, the Central Government hereby re-constitutes a High Level Committee (HLC) subsuming Board of Approval (BoA) into it for matters pertaining to the implementation of the National Manufacturing Policy. 2. The High Level Committee is constituted as follows: (i) Secretary, Department of Industrial Policy Promotion - Chairperson (ii) Secretary, Department of Economic Affairs or Nominee - Member (iii) Secretary, Department of Revenue or Nominee - Member (iv) Secretary, Ministry of Environment and Forests or Nominee - Member (v) Secretary, Ministry of Labour and Employment or Nominee - Member (vi) Secretary, Micro, Small and Medium Enterprises or Nominee - Member (vii) Secretary, Department of Science and Technology or Nominee - Member (viii) Secretary, Ministry of Urban Development or Nominee - Member (ix) Chief Controller of Accounts, DIPP - Member (x) Industry Expert - Member (xi) Industry Expert - Member (xii) Joint Secretary (in-charge of MP Section) - Member Secretary 3. The nominees shall not be below the rank of Joint Secretary to the Government of India. 4. The committee may invite concerned State Governments if required. 5. The HLC may co-opt any other member/expert depending upon the specific expertise required to appraise any particular proposal or part thereof. 6. The Terms of Reference of the High Level Committee are as follows: (i) To monitor the implementation of the Policy provisions on a regular basis and resolve inter-ministerial issues, if any. (ii) To examine applications complete in all respects as per guidelines issued in this regard, for establishment of NIMZs as are found to be meeting the requirements of the National Manufacturing Policy. After consideration by the HLC, the proposals will be put up for approval to Commerce Industry Minister. (iii) To examine and consider, during the development phase of NIMZ, any amendment required to the concept and design of the project as encapsulated in initial proposal submitted by the State Government. (iv) To examine and approve the submission by the SPV of a NIMZ regarding the strategy for development of the Zone and an action plan for self-regulation to serve the objectives of the policy. (v) To monitor the development of specific NIMZs wherever approved. (vi) To consider the directions, if any, relating to the manufacturing sector given by the MIPB. [F.
