I am confused about vat.it is applicable on renting a rice mill ( food processing unit ) in Madhya pradesh

if food processing unit is tax free of vat and other taxex.

and another question is service tax applicable if rice mill is on rent?

please give answer with related case and case history

Please check definition of sale under Section 2 (u) (vi) of the MPVAT Act,2002 in this regard as amended from time to time.
