To qualify as CHA applicant, you need to be a graduate with and an employee of a valid Custom House Agent with experience in clearing goods through the customs for at least one year as a permanent pass-holder.You should possess assets worth ₹ 1 lakh (Rs 50,000 for some locations) certified by a scheduled bank.

A temporary one-year license is granted by the commissioner of customs (of the concerned custom station) for example, Mumbai, Kolkata, Kandla, etc, after scrutinising your application thoroughly. The regular license, which is valid for five years will be issued upon clearing the written and oral examination (within two years), satisfying minimum volume of business and complying with the specified obligations. The exam is held twice a year.

Also visit the following link, which provides basics procedures to become a Custom House Agent :-

Also refer to the Customs House Agents Licensing Regulations, 2004 for all regulations and procedures pertaining to CHA licensing.
