Excise exemption against Project authority certificate issued by ONGC, Central Excise

Dear Sir,

Please advise whether we can clear goods to ONGC without Excise duty against Project Authority Certificate, we are a paint manufacturing company we will be supplying paint to them and also providing service to them by applying such paint to their production tanks etc.Hence request you to please advise.

Sir, in my view excise duty is applicable. Also service tax is applicable on service to be provided by you. Thanks.
