Export of Used Cell Phone Printed Circuit Boards, Customs - Exim - SEZ

I have an export order from Germany for Used Cell Phone Printed Circuit Boards HS Code No. 85177090 . I made all export documents as required but Customs refuse to allow this export without any reason, saying this is a sensitive item. All my purchase are GST paid and this item does not appear under the DGFT Restricted List. How can I convince the Customs to allow this export ?

Sir,

The apprehension of customs is that the used cell phone printed circuit board may contain sensitive information. Therefore they deny permission to export the same. If you can establish that they do not contain any classified or prohibited information then they may allow the export.
