..... -sulphurisation process, the HSD Oil is reacted with hydrogen in presence of catalyst in course of which the sulphur present in the HSD reacts with hydrogen to form Hydrogen sulphide. The MDEA is used for dissolving the Hydrogen Sulphide gas so formed. Subsequently, the MDEA containing dissolved hydrogen sulphide is transferred to Amine recovery unit where the MDEA and hydrogen sulphide are separated. Since the Hydrogen sulphide, being a poisonous gas, can not be released in the atmosphere, in accordance with the Pollution Control norms, the same is required to be processed in Sulphur Recovery Unit where the sulphur is recovered from the Hydrogen Sulphide. Thus from the above process to which HSD is subject to for removal of sulphur, it .....

..... ur so as to reduce the environmental pollution caused due to the emission of sulphur dioxide from the vehicles, HSD oils obtained from the refining of crude oil is required to be subjected to the de-sulphurisation process for removal of sulphur. For de-sulphurisation, the HSD is reacted in the presence of catalyst with Hydrogen. The Hydrogen reacts with sulphur to form Hydrogen sulphide. Since Hydgrogen Sulphide can not be released as such in the atmosphere, it is required to be removed for further processing. For removal of hydrogen sulphide so formed, a chemical called Methyl Dielhylamine (MDEA) is used which absorbs the Hydrogen Sulphide formed in course of removal of sulphur from HSD oil. The MDEA is transferred to Amine recovery, unit, .....

..... uppressing the relevant facts from the department. Against this order of the Commissioner, this appeal has been filed. 2. Heard both the sides. 3. Shri A.R. Madhav Rao, Advocate, ld. Counsel for the appellant, pleaded that the chemical MDEA is used for dissolving Hydrogen Sulphide gas formed in course of processing of HSD Oil for removal of sulphur, that removal of sulphur is a necessary step in the manufacture of HSD oil, as per the ISI Standards for HSD, the sulphur contents in HSD cannot be more than 0.25%, that without removal of sulphur to the extent as per prescribed ISI Standard for HSD, the same cannot be marketed and as such, manufacture of HSD oil which is marketable, is not possible, that it is totally wrong to say that MDEA, .....
