Issues involved:
1. Notice to be issued on behalf of the State of U.P.
2. Applications for impleadment/intervention allowed.
3. Permission granted to file SLP.
4. Stay on the impugned orders passed by the National Company Law Tribunal, Allahabad.
5. Service of special leave petition on the office of the Attorney General for India.

Analysis:

1. The Supreme Court directed that notice should be issued on behalf of the State of U.P., as learned Additional Advocate General accepted the notice. No further notice was deemed necessary in this regard.

2. The Court allowed all applications for impleadment/intervention, directing the Registry to rectify the cause title and add the parties as newly impleaded parties.

3. Permission to file Special Leave Petition (SLP) was granted, and notice was issued with a returnable date within four weeks. The Court also stayed the impugned orders passed by the National Company Law Tribunal, Allahabad, until further orders.

4. The impugned orders by the National Company Law Tribunal were to remain stayed until further orders, and a copy of the special leave petition was to be served on the office of the Attorney General for India.

5. All applications for impleadment/intervention were allowed, and the case was listed for further proceedings on 10th October, 2017.
