1. The appellant, engaged in cargo handling and manpower supply service, was audited for the period March 2007 to June 2010. 2. The decision highlighted that the circumstances did not support a case of deliberate non-compliance, as the appellant had rectified the shortfall upon identification and provided a plausible explanation for the errors.
