The petitioner's appeal against the Additional Director General of Foreign Trade's order was successful. The Appellate Committee quashed the order and found genuine extenuating circumstances for the delay in fulfilling the export obligation. The High Court directed the respondents to refund Rs. 12 lakhs to the petitioner with 15% interest per annum from February 28, 1995, within six weeks. Failure to do so would result in 24% interest per annum. The petition was allowed, and a certified copy of the order was to be issued to the parties.
