(1) The Central Government may, by notification, make rules for carrying out the provisions contained in clause ( a ) of sub-section (1) of section 2, clause ( b ) of sub-section (2) of sec tion 4, sub-section (2) of section 5, sub-section (2) of section 12, clause ( vi ) of sub-section (4) of section 13, clause ( hb ) of sub-section (1) of section 14, section 19, clause ( b ) of sub-section (1) and sub-section (2) of section 20, section 22 and section 23 of this Act. (2) The State Government may, by notification, make rules for carrying out the provisions contained in clause ( b ) of sub-section (2) and sub-section (4) of section 7, clause ( b ) of sub-section (2) and sub-section (4) of section 8A, clause ( b ) of sub-section (1) and sub-section (3) of section 10, clause ( c ) of sub-section (1) of section 13, clause ( hb ) of sub-section (1) and sub-section (3) of section 14, section 15 and clause ( b ) of sub-section (1) and sub-section (2) of section 16 of this Act. ]
