Institutionalizing Exporter Grievance Redressal through NIRYAT SAMVAAD

  1. Introduction to the Initiative: A well-structured and efficient grievance redressal mechanism is crucial for fostering a conducive export environment and ensuring seamless trade facilitation. In this regard, Jawaharlal Nehru Custom House (JNCH) has been a leader, having pioneered a meticulously designed framework to address exporter grievances. This initiative has garnered widespread commendation from the exporter community and key trade stakeholders, reinforcing JNCH's commitment to expeditious grievance resolution.
  1. Launch of NIRYAT SAMVAAD: Furthering its commitment to trade facilitation and ease of doing business, JNCH now proposes the introduction of NIRYAT SAMVAAD a dedicated monthly forum to foster direct and constructive dialogue with exporters. The goal of this initiative is to establish a specialized grievance redressal mechanism where exporters can articulate their concerns, receive timely resolutions, and gain clarity on customs procedures and policy matters.

Distinction from Existing Committees: Unlike the Permanent Trade Facilitation Committee (PTFC) and the Customs Clearance Facilitation Committee (CCFC), which primarily address industry-wide procedural matters, NIRYAT SAMVAAD will serve as a bespoke platform focused on resolving individual exporter grievances. While systemic and industry-centric issues will continue to be addressed within the purview of CCFC/PTFC, NIRYAT SAMVAAD will ensure that personalized concerns are dealt with promptly. Efforts will be made to resolve issues in real-time during discussions, with unresolved matters escalated to the relevant authorities for further resolution.
  1. Format and Procedure: NIRYAT SAMVAAD will be convened on the second Wednesday of each month. If this date coincides with a public holiday, the session will be deferred to the following working day. The forum will operate in a hybrid mode, allowing both physical and virtual participation to ensure accessibility. Exporters are encouraged to submit their grievances, queries, and suggestions via email at [email protected] on or before the 5th day of each month for inclusion in the agenda. The subject of the email should start with NIRYAT SAMVAAD, followed by the IEC and grievance details.
  1. Encouraging Participation: All exporters, Export Promotion Councils, and Exporters' Associations, including the Federation of Indian Export Organisation (FIEO), are strongly encouraged to actively participate in this initiative. The Appraising Main (Export) section will function as the nodal administrative unit for the smooth execution of NIRYAT SAMVAAD, ensuring its effectiveness as a transformative mechanism for trade facilitation.

This initiative is designed to further streamline the grievance redressal process, offering exporters a direct channel for their concerns while simultaneously enhancing the overall trade ecosystem.
