Applications for grant of Advance Licence/DFRC involving import of items reserved for State Trading Enterprises TRADE NOTICE NO. 12/AM05 Dated 10/03/2005 1. filing of complete information while submitting applications for grant of Advance licences etc. 2. Applications for grant of Advance Licence/DFRC involving import of items reserved for State Trading Enterprises. (I) It has been noticed from the E-Commerce copies of the applications that information in several columns are not filled up by the applicant while applying for Advance licences.This causes difficulties in smooth operation of the advance licensing scheme resulting in problems for the exporter as well as implementing authorities at later stages. Some instances of such lapses are given below: In Appendix 10-B,at many places relevant columns are either left blank or incomplete e.g ITC classification codes of item in serial number 13,total exemptions from customs duty in serial number 13 etc are not filled up. Similarly details in serial number 14, (wherever applicable) are not filled up. The applicants are requested to fill the complete details in the absence of which this office will be constrained to return the applications with deficiencies. (II)Declaration for items reserved for imports through STEs. As per the Public Notice no.45/2004-2009 dated 14.01.2005, items which are reserved for imports by the State Trading Enterprises cannot be imported against advance licence/DFRC. Therefore, henceforth while making applications applicants of advance licence and DFRC shall give a declaration as per Appendix-A to this Trade Notice. On receipt of the declaration the Advance Licence/DFRC will be issued with condition "Items reserved for imports by State Trading Enterprises cannot be imported against this Advance Licence/DFRC except against ARO to be issued against Advance Licence/DFRC.
