Agricultural and Processed Food Products Export Development Authority (Ministry of Commerce, Government of India) November 10, 2014 TRADE NOTICE REGISTRATION OF CONTRACTS FOR EXPORT OF BASMATI RICE Vide Notification No. 6 (RE-2012)/2009-2014 dated July 4, 2012 and No 97 (RE-2010)/ 2009-2014 dated February 21, 2012 , issued by Director General of Foreign Trade, Govt. of India, New Delhi (DGFT) the export of Basmati Rice is allowed subject to the following conditions: 1. Export allowed subject to registration of contracts with the APEDA, New Delhi, prior to the shipment. 2. Grain of rice to be exported shall be more than 6.61mm of length and ratio of length to breadth of the grain shall be more than 3.5; 3. Export of Basmati Rice is permitted through all EDI ports; 4. Exports to European Union permitted subject to pre-shipment quality inspection as may be specified by the Government through a notification; 5. Exports to Russian Federation permitted subject to pre-shipment quality certification issued by (1) Insecticide Residue Testing Laboratory, Pune (2) Geo-Chem Laboratories Pvt. Ltd, Mumbai (3) Reliable Analytical Laboratory, Mumbai (4) Arbro Pharmaceuticals Ltd, New Delhi (5) Shri Ram Institute for Industrial Research, Delhi (6) Shri Ram Institute for Industrial Research, Bangalore (7) Delhi Test House, New Delhi (8) Vimta Labs, Hyderabad Or any other agency as may be notified from time to time 6. Exports of empty printed gunny bags with Markings indicating the product being Indian Basmati Rice, in whatever manner, are not permitted except when exported along with the consignments of Basmati Rice, in which cases also, the same shall not exceed 2 % of the total number of filled gunny bags of Basmati Rice being exported; 7. In case of un-bagged Indian Basmati Rice being exported in bulk or in bags of 50kgs or above, the exports of empty printed gunny bags with Markings indicating the product being Indian Basmati Rice, in whatever manner, shall also be permitted to the extent of actual requirements considering the total quantity of the consignment and sizes of the empty bags being exported. Further, as per clarification issued by DGFT vide OM No. 01/91/180/775/AM10/Exp Cell/2267 to 2274 dated July 6, 2010 presence of grains of other varieties of rice (non-Basmati) should not exceed 20% as prescribed under the AGMARK norms for grading of Basmati rice. APEDA has, therefore, evolved the following procedure for the Registration of the Contracts and issuance of Registration-Cum-Allocation Certificate (RCAC). PROCEDURE Application for Registration of Contracts for export of Basmati Rice will have to be filled by the exporters on line at APEDA website viz.www.apeda.gov.in The applications will be received in the office of the Agricultural and Processed Food Products Export Development Authority (APEDA), 3 rd Floor, NCUI Building, 3 Siri Institutional Area, August Kranti Marg (Opp. Asiad Village), New Delhi 110016 or one of its regional offices. (Detailed addresses at Annexure 1) PROCESSING CHARGES As approved by Department of Commerce vide F.No. 12/8/2008-EP(Agri.III) dated November 3, 2014 processing charges at the rate of ₹ 30 per MT of the contracted quantity shall be paid by the applicants. This amount shall be paid by Demand Draft/Pay Order drawn in favour of APEDA. All applications for registration of contracts should be accompanied by Demand Draft/pay Order of requisite amount. REGISTRATION The applications shall be scrutinized in the office of APEDA and a Registration-Cum-Allocation-Certificate (RCAC) shall be issued to the applicants for quantity contracted. DESPATCH DETAILS While registering a new contract online exporter are required to provide details of actual shipments made against RCACs issued earlier. RCACs in original with copies of shipping documents are required to be submitted after completion of dispatches against each RCAC. VALIDITY The RCAC shall be issued to all the exporters with its validity for shipment up to 45 days from the date of issue. Therefore, while applying for Registration of Contract exporters are advised to ensure That the quantity applied for registration is the one which is plannedto be shipped in next 45 days.
