F.No.: S/3-Misc-292/2012-13 Lic ACC Date: 02.11.2012 FACILITY NOTICE NO: 28 /2012 Subject: Verification of genuineness of issuance of duty credit scrip issued under Chapter 3 of FTP and Bulletin thereof before their registration- reg. ------------------------------- Attention of all Importers/ Exporters / CHA and Members of the Trade is invited towards Public Notice Nos. 14/2010 dated 26.04.2010 22/2010 dated 08.06.2010 and CBEC Circular No.17/2012 dated 05.07.2012 issued vide F.No. 605/12/2012 DBK. a. Elaborate instructions regarding procedure to be followed for registration of duty credit scrips issued under Chapter 3 of FTP (Served From India Scheme (SFIS), Vishesh Krishi Gram Udyog Yojna (VKGUY), Focus Market Scheme (FMS), Focus Product Scheme (FPS) and Target Plus Scheme (TPS), Status Holder Incentive Scheme (SHIS) and EPCG Scheme have been issued vide Public Notice No.14/2010 dated 26.04.2010. b. DGFT has started uploading the list of duty credit scrips issued under Chapter 3 of Foreign Trade Policy 2009-14 on their website www.dgft.nic.in. Accordingly, Para 6 (c) of the Public Notice No.14/2010 dated 26.04.2010 which reads as AO/ Supdt (Licence) shall issue letter to RLA to confirm genuineness (in terms of Para 3.11.3 of Handbook of Procedures Vol.I) of the scrip is modified to read as the AO/Supdt shall retrieve the confirmation of issuance of the scrip from DGFT website . 2.3 The confirmation of issuance of duty credit scrip issued under Chapter 3 of Foreign Trade Policy 2009-14 shall be done by the concerned AO/Supdt by cross checking the particulars of the scrip with its issuance particulars available on the official website of the concerned Regional Authority of DGFT. In case where scrip details are not available on official website of DGFT, for example in case of manually issued scrips or any other reason, written confirmation from the concerned Regional Authority will be obtained before registration of such licences. 3. Attention is also invited to the Public Notice No.22/2010 dated 08.06.2010 wherein procedure to be followed for registration of Authorizations issued under EPCG Scheme has been prescribed. It is to inform that subsequent to the introduction of transmission of various licences online by DGFT, Bulletin, signature verification of such licences has been discontinued. 4. BULLETIN- VERIFICATION (signature verification of licence issuing authority) for only those Licences which are not transmitted online i.e licences issued under Chapter 3 of FTP (FPS, FMS, VKGUY, SFIS, SHIS.) is required to be done before registration of licences. Office of the Joint Director of Foreign Trade has been asked to provide the Bulletin along with specimen signatures of the authorized signatories to the Air Cargo Complex, Sahar. The record of specimen signatures of licence issuing authorities received from the Regional Licencing Authorities will be maintained by the Clerk/ Tax Assistance at the Licence Section under the supervision of Appraiser (Licence Section), Air Cargo Complex, Sahar. 5. The BULLETIN- VERIFICATION ( signature verification) of licence issuing authority for only those licences which are not transmitted online, shall be doneand endorsed on the licence by the Clerk/ Tax Assistance (Licence Section) and shall be countersigned by the Appraiser (Licence Section) at Air Cargo Complex, Sahar. 6. In case any difficulties are encountered in implementation of the above mentioned procedure, it should be brought to the notice of Additional Commissioner (Licence).
