F.No.-VI-23014/05/2015-VS GOVERNMENT OF INDIA MINISTRY OF HOME AFFAIRS IC DIVISION VIP SECURITY UNIT New Delhi, 27 November 2015 OFFICE MEMORANDUM To Secretary All Ministry/ Department, Government of India Subject: Efforts by inimical force to elicit sensitive information through impersonation. The undersigned is directed to state that Central Securities Agencies have reported that inimical forces or suspected intelligence operatives continue to make efforts to collect information from sensitive installations using various ingenious methods. On 22, October, 2015, a person, posing as senior diplomat posted at an Indian Embassy aboard, tried to elicit some information from head of a unit of sensitive installations over phone. The caller told that the information was required to be shared with Government of the host country as part of a bilateral obligation. While no information was shared with him over phone, the enquiries later revealed that there was no such officer working in that Indian Embassy. It may be mentioned that some time back, an attempt was made to carve out information from a sensitive installation, using forged letterhead of a Government Department. 2. As the vital installations of India continue to be high on the target of terrorist outfits, it is imperative to sensitize not only heads but the other official/staff of the sensitive installations, to remain on guard against such attempts made by inimical agents. The officers working in these installations need to be briefed not to share any information with outside agencies/authorities, without verifying the credentials. The receiver of the call should ask the caller to give his number, which should be first verified and then only information could by shared by calling that number but all this should be only after approval from an appropriate senior level. 3. All Ministries/Departments are requested to accordingly sensitize heads of the PSUs/ Department/Organisation under them in this regard. (R Chaturvedi) Deputy Secretary (VS)
