Online Transmission and Processing of Chapter 3 Reward Scheme, Licences/Scrips (MEIS) issued by the DGFT - Customs - 24/2015Extract OFFICE OF THE COMMISSIONER OF CUSTOMS NEW CUSTOM HOUSE, KANDLA-370210 F.No.S/20-145/2015/AG PUBLIC NOTICE NO.24/2015 DATED : 03/12/2015 SUB: Online Transmission and Processing of Chapter 3 Reward Scheme, Licences/Scrips (MEIS) issued by the DGFT. Attention of the Customs Brokers, Imports, Exporters and Trade is Invited to the procedures being followed in reference to registration and use of Scrips/Licences issued under Chapter 3 Reward Schemes [(Vishesh Krishi and Gram Udyod Yojana (VKGUY), Focus Product Scheme (FPS), Focus Market Scheme (FMS), Market Linked Focus Product Scrips (MLFPS) and Status Holder Incentive Scrips, Agri-Infrastructure Scrips (AIS) and Incremental Export Incentivization Scheme (IEIS)I for Shipping Bills having LEO date upto 31st March, 2015 and Merchandise Export from India Scheme (MEIS) for Shipping Bills having LEO from 1St April, 2015. At present, procedures related to imports and exports under above Scheme like registration, verification are carried out manually at this port. 2. As per the existing procedure, intent of exporters is captured in the form of 'Y in the Shipping Bills item-wise. Data pertaining to those items alongwith Shipping Bill master is transmitted online to DGFT. After implementing online transmission and processing of Scrips/Licences of Chapter 3 Reward Scheme (MEIS), there would be no change in the practice of filing Shipping Bills. 3. Further, online transmission of Merchandised Export from India Scheme (MEIS) Scrips from DGPT to Customs through Electronic Message Exchange System and its processing integration with ICES 1.5 has been scheduled to be operational w.e.f. 10th September, 2015. The new procedure would be applicable only in respect of the Scrips/Licences issued under Merchandise Export from India Scheme (MEIS) at all EDI ports of registration including this port. 4. The practice of Registering Scrips/Licences manually at the port would be discontinued from 10th September, 2015. MEIS Scrips will be transmitted and integrated automatically in the database. Exporters/CBs would be required simply to get it verified once at the port of registration before its use and the Scrips would then be available for all India use. The Licences are on the process of integration and hence Customs Brokers, Importers, Exporters and Trade may first check the DGFT/ICEGATE websites for successful transmission before approaching Customs for registration. 5. Online transmission of Shipping Bill data of Chapter 3 Reward Scheme to DGPT was started on 1 st August, 2013. However, it has been learnt that a few Exporters/CBs failed to exercise 'Y option against Reward item, which resulted into non transmission of data of that Shipping Bills to DGFT. Therefore, it is reiterated that CBs and Exporters must invariably click 'Y option in case they want to avail Reward Scheme benefits while filing Shipping Bills. 6. The procedures being followed presently relating to manual registration of Scrips/Licenses would continue to be followed in case of Scrips/Licences issued under Chapter 3 schemes of Earlier FTP.
