No. S186-207/04 A(N) Pt. Date: 09.09.2015 PUBLIC NOTICE No. 37/2015 Sub : Temporary procedure for movement of containerized Nepal bound cargo to CTKL Rail Terminal of M/s. CONCOR at Majerhat, Kolkata by road from Netaji Sub has Dock for onward despatch to Birgunj ICD via Raxaul -reg. Attention of the Nepalese importers, Custom House Brokers, Steamer Agents and all other concerned is invited to this Custom House Public Notice No.47/04 dated 07.07.2004 in respect of Rail Service Agreement between Government of Nepal and Government of India and subsequent Public Notice No.34/09 dated 21.05.09 on the captioned subject. 1. MIS CONCOR has been facing delays and operational troubles due to track maintenance and limited line capacity at Netaji Subhash Dock, Kolkata. This has led to congestion and accumulation of containers which are meant to be moved to Birgunj, Nepal. MIS CONCOR, vide their representation no. CON/ER/KOL/NITDB/2015/692 dated 20.08.2015, requested that they may be allowed to move these containers by road from NS Dock, Kolkata, to the CTKR Rail Terminal of CONCOR at Majerhat, Kolkata. Accordingly, to facilitate movement of ICD, Birgunj bound containers the following procedures is being la id down. 2. After processing of the ICCD at Custom House, Kolkata and completion of the passed-out-of-Customs-control formalities by Shed Appraiser at N.S. Docks and the port formalities, the container will be loaded in the trucks/trailers provided by M/s CON COR in the presence of the Customs Preventive Officers at N.S. Docks, Kolkata. 3. The Preventive Officer concerned will then endorse the truck/trailer number on all copies of the ICCD and Transit Permit. 4. On completion of the loading formalities, the truck/ trailer loaded with Nepal bound marine containers will be allowed to be removed from the N.S. Docks premises on the strength of ICCD and Removal Note issued by the Port Authority and duly countersigned by M/ s CONCOR. The Port authorities will retain the triplicate copy of ICCD and Transit Permit at the time of release of the container from the dock area. 5. On the strength of continuity bond executed by M/ s CONCOR, the containers loaded in to the trucks/ trailers would be allowed transportation to CTKR Rail terminal at Majerhat, for onward despatch to Birgunj ICD via Raxaul. 6. After unloading the containers from the truck/trailer and loading of the same into the CONCOR wagons at CTKR Rail terminal at Majerhat, the Removal Note will be duly endorsed by M/s. CONCOR, certifying the transit movement of the container to Nepal under wagon number and inland way bill number. 7. M/ s CONCOR would then hand over one certified copy of the Removal Note to the Preventive Officer / Section Officer of N.S. Docks for making necessary endorsement of the wagon numbers on the remaining two copies of the ICCD and Transit Permit. The documents in seal cover would then be handed over to M/s CONCOR for onward transmission to Birgunj ICD via Raxaul LCS. 8. Another certified copy of Removal Note would also be handed over to the Port Authorities for attaching the same with the triplicate copy of the ICCD already retained by them at the time of removal at the container from the dock area to CTKR Rail Terminal at Majerhat, Kolkata. 9. M/s. CONCOR will furnish a fortnightly statement to the Customs at Nepal Unit, Custom House, Kolkata and to the Port Authorities indicating the transit movement of the containers [ICCD-wise] from N.S. Docks to ICD Birgunj via CTKR Rail Terminal at Majerhat for the purpose of reconciliation. 10. This procedure has been evolved as a special trade facilitation measure for Nepal bound in transit containerized cargo landed at N.S. Docks, Kolkata This will be in addition to the existing direct rail service by CONCOR from N.S. Docks to Birgunj ICD. This is only an interim arrangement till the congestion of Nepal bound in transit imported containerized cargo moving by rail is removed and is to be reviewed fortnightly. Other terms and condition of the Public Notice No.47/04 remain unchanged. Any difficulties arising in implementing this Public Notice may be brought to the notice of the undersigned. (Dr. N.K.
