Customs-Reorganization of Customs Formations under Visakhapatnam Zone-Communication of changes in Customs jurisdiction-Regarding - Customs - 1/2014Extract OFFICE OF THE CHIEF COMMISSIONER OF CUSTOMS, CENTRAL EXCISE SERVICE TAX VISAKHAPATNAM ZONE NEW CENTRAL EXCISE BUILDING: PORT AREA: VISAKHAPATNAM-35 File C.No: II/27/5/2007-CC(VZ) PF -VII) Public Notice No: 1/2014 General No: 2/2014 Dated: 7-10-2014 Sub: Customs-Reorganization of Customs Formations under Visakhapatnam Zone-Communication of changes in Customs jurisdiction-Regarding. The Government of India, vide Notification No.: 78/2014 -Cus(NT) dated 16-9-2014 has notified inter-alia the jurisdiction of Customs Commissionerates proposed under Visakhapatnam Zone. 2. The jurisdiction of the Customs formations are as follows: SI.NO. Commissionerate Jurisdiction 1 Visakhapatnam Custom House (To be headed by a Commissioner) Port of Visakhapatnam, Gangavaram Port, Visakhapatham International Airport, Visakhapatnam Special Economic Zone and the areas under the Greater Visakhapatnam Municipal Corporation of Visakhapatnam in the State of Andhra Pradesh. 2 Vijayawada Customs (Preventive) The whole of the State of Andhra Pradesh (excluding the areas falling under the jurisdiction of Principal Commissioner of Customs, Visakhapatnam). 3. Consequent upon the issue of the above cited Notification, the Kakinada Customs House and the Krishnapatnam Customs Division (overseeing the Customs work arising out of the Kakinada and Krishnapatnam pons respectively) have been delinked from the erstwhile Visakhapatnam -Il and Guntur Commissionerates respectively and have been placed under the new Vijayawada Customs (Preventive) Commissionerate (hereinafter referred to as Vijayawada (CPC)) with its headquarters at Vijayawada. The Commissioner can be contacted at M.G,Road, PWD Grounds, Vijayawada-520002 Phone No.0866- 2573672, FAX No. 0866- 2573725. Public are informed that normal Customs work shall continue at the two Ports without any change. However, matters requiring the approval/permissions of the Commissioner shall now be routed to the new Vijayawada (CPC). To deal with Customs Preventive functions, the Vijayawada (CPC) has Customs Preventive Divisions at Ongole, Kakinada and Visakhapatnam. The details of location of headquarters and other offices under the CPC shall be intimated by the Commissioner, Guntur/Vijayawada (CPC) in due course. All Customs work relating to ICD, Marripalem (Guntur) shall be looked after by the Headquarters section of Vijayawada (CPC). 4. There is no change in the jurisdiction and functioning of the Visakhapatnam Custom House. The Custom House, Visakhapatnam shall now be headed by a Principal Commissioner of Customs. Public may avail all the regular Customs clearance facilities at the Office of the Commissioner of Customs, Custom House, Port Area, Visakhapatnam -35. 5. Further, the assesses may also note that two Commissioners of Central Excise (Appeal) at Visakhapatnam/Guntur continue to operate in the jurisdiction of this Zone. In terms of Notification dated 30-6-2004, the Commissioners of Central Excise (Appeals) have been designated as Commissioners of Customs(Appeals) within their jurisdiction. The Chief Commissioner, Visakhapatnam Zone vide Office Order No.: CR1/2014 dated 07-10-2014 has specified the jurisdiction of the Commissioners of Central Excise(Appeals). As such, all Customs Appeals arising out of the Custom House, Visakhapatnam and lying to the Commissioner (Appeals) may be preferred to the Commissioner of Central Excise (Appeals), Visakhapatnam and Customs Appeals at the level of Commissioner (Appeals) arising out of Vijayawada (CPC) shall lie to the Commissioner of Central Excise (Appeals), Guntur. 6. All the Trade, Importers, Exporters, Customs Brokers, Steamer Agents, Stakeholders, Custodians/Customs Cargo Service Providers, Public, Trade Associations/Chambers of Commerce and Members of the CAC/RAC/PGC are requested to carefully note the changes in the jurisdiction of the Customs Divisions of Kakinada and Krishnapatnam and incorporate the changes, where required, in their Customs Documentation. It is also requested to circulate this Public Notice to their constituent members for their information, guidance and necessary action. 7. This Trade Notice will come into effect from 15th October 2014 or such other date from which the aforementioned Notification would come into effect. Encl: As above. (Deepa B.
