In view of current duty structure on Petroleum Crude Oil, representation have been received from the importers to do away with the methodology of drawing samples on consignment basis in case of import of Petroleum Crude Oil. Presently, only NCCD is levied on the said goods on quantity basis instead of ad-valoram basis and hence the purpose of testing of the goods is limited to verifying the declared description. 2. The issue has been examined. In the spirit of Ease of doing business , it has been decided to simplify the procedure for drawing sample of i ported Petroleum Crude Oil for the purpose of testing. 3. At present, the practice is to draw samples from each and every consignment of Petroleum Crude Oil. In place of the present practice, test report for particular type f crude oil for an importer, where the supplier is same, will remain valid for six months, provided - (a) each consignment is accompanied by a test report from an accredited Iaboratory of country of loading/export, and the test report of such laboratory is confirmed by CRCL, Kandla in the first instance of import; (b) The importer submits his in-house test report f om accredited laboratory within 15 days of filing of Bill of entry in each case, subject to random sampling not more than five (05) times during the validity period of 6 months. 4. The Customs officer can draw the sample from any consignment, in case of doubt or on the basis of any specific intelligence. 5. The field formations are requested to do wide publicity of the content and implement the new procedure w.e.f. 01.01.2016 without fail.
