Document Management System at Air Cargo Complex, Devanahalli, Bangalore: - Reg. - Customs - 31/2011Extract OFFICE OF THE COMMISSIONER OF CUSTOMS CENTRAL REVENUE BUILDING, P.B.NO.5400 QUEENS ROAD, BANGALORE 560001 C.No. I/22/36/2006 Cus SYSTEMS Dated: 21/4/2011 PUBLIC NOTICE 31/2011 CUS SYS Sub: Document Management System at Air Cargo Complex, Devanahalli, Bangalore: - Reg Trade, Industry, CHAs, Importers and Exporters are informed that it is proposed to set up a Document Management System (DMS) at Air Cargo Complex and a contract has been signed with M/s M/s NEWGEN Software Technology Ltd, Bangalore( hereinafter referred to as the vendor ) who will be implementing the DMS. The DMS is proposed to be implemented with effect from 1st May 2011 2. The objective of having a DMS is to ensure proper bar coding , storage and retrieval of import and export dockets. Further, important documents contained in these dockets would be scanned using high speed scanners and would be stored electronically in the servers which would be installed in the EDI Centre. Select Officers would be provided access to these documents and would also be trained in using the DMS software. 3. As part of the DMS contract signed with the vendor, a tripartite agreement has been entered into between the Vendor, Commissioner of Customs, Bangalore and M/s CMC Ltd. While the Vendor would be responsible for implementing the DMS , M/s CMC who are at present responsible for the Service Centre management at ACC Bangalore, including the collection of service charges for data entry, printing etc , would also be responsible for collection of charges arising out of the implementation of the DMS. The rate contract for the implementation of the DMS has been fixed at Rupees Eight only(Rs. 8/-) per docket which includes the service charges levied by CMC towards the cost of collection. 4. Since M/s CMC are already collecting ₹ 60/- (Rupees Sixty only) as service charges from CHAs/Importers/Exporters for data entry, generating print out etc and issuing tokens for this purpose, for the ease and convenience for the DMS implementation, M/s CMC have also been entrusted with the task of collecting the charges of ₹ 8/- only (Rupees Eight only) for the purposes of the DMS implementation. Accordingly, M/s CMC shall issue two sets of coupons , one for Rs Sixty as is in vogue and another for Rs Eight towards DMS implementation and the CHAs/Trade/Industry/Importers and Exporters shall therefore be required to pay for both these coupons while collecting their print outs etc from the service center. M/s CMC would be maintaining two separate sets of accounts in this regard. 3. For the smooth implementation of the DMS, cooperation of the trade, industry , CHAs, importers and exporters is solicited and in this context, it may kindly be noted that M/s CMC Ltd would provide the requisite print out of the Bills of Entries, Shipping List and other documents as is required only after the payment for both the coupons as discussed above is made to the designated CMC staff at the Service Centre. In case an importer/exporter wants a copy of his own Bill of entry/shipping bill , the same can be provided , after a request is officially sent to the Additional Commissioner of Customs in charge of DMS at Air cargo complex. 4. Trade and Industry, CHAs, Importers and Exporters may be pleased to note that Bangalore Air Cargo Complex, is the first Customs Port where the DMS is being implemented and if successful this model would be replicated in other customs ports. It is therefore our Endeavour collectively to ensure the smooth implementation and success of the DMS and would signify our continual commitment to providing value added taxpayer services and also improve the facilitation of cargo clearances.
