Introduction of Accredited Client Programme - Customs - 37/2012Extract OFFICE OF THE COMMISSIONER OF CUSTOMS New Custom House, Panambur, Mangalore 10 S.12/10/2012 Misc .EDI Dated: 01.08.2012 PUBLIC NOTICE NO. 37/2012 Sub: Introduction of Accredited Client Programme. Attention of the Importers, Exporters and all concerned are invited to this Office Public Notice NO. 34/2005 dated 15.12.2005 wherein details regarding the introduction of the Risk Management System with the Accredited Client Programme as its major component, has been elaborated. The objective of the programme is to grant assured facilitation to importers, who have demonstrated capacity and willingness to comply with the laws, which the Customs department is required to implement. Importers registered by the department as Accredited Clients under the Accredited Clients Programme, will form a separate category to which assured facilitation would be provided. Except for a small percentage of consignments selected on a random basis by the RMS, or cases where specific intelligence is available or when a specifically observed pattern of non-compliance is required to be addressed, the Accredited Clients will be allowed clearance on the basis of their declaration and without examination of goods. Further, the benefit would be available to the registered Accredited Clients at all the ports in the country where EDI and the RMS are operational. The details regarding the procedure for registration under the scheme and also the criteria to be eligible under the Accredited Clients Programme has also been explained in the Departmental Public Notice No. 34/2005. However, it has been observed that despite the sustained and concerted efforts, the response by eligible importers to apply for ACP status has still been far from satisfactory. Therefore, it is once again informed to all the concerned that all eligible importers/exporters/trade to utilize the benefits of ACP by registering with the department as ACP Clients under the ACP SCHEME.
