Reconstitution of Permanent Trade Facilitation Committee (PTFC) in Import Commissionerate, JNCH - Customs - 59/2010Extract OFFICE OF THE COMMISSIONER OF CUSTOMS (IMPORT) JAWAHARLAL NEHRU CUSTOM HOUSE, NHAVA SHEVA TAL URAN, DIST RAIGAD, MAHARASHTRA 400707 F.No.S/22-Gen-37/2010 AM (I) Date: 25.06.2010 PUBLIC NOTICE NO. 59/2010 Subject: Reconstitution of Permanent Trade Facilitation Committee (PTFC) in Import Commissionerate, JNCH. Attention of all Importers, CHA, Trade and all other concerned is invited towards the reconstitution of Permanent Trade Facilitation Committee (PTFC) in line with the recommendations of Dr. Kelkar Committee. It is noticed that the present PTFC has no representation from the key agencies operating at JNCH, such as the Port Trust, Concor, Banks, PHO, ADC, PQO etc. In order to make the present PTFC in tune with the Kelkar Committee recommendations as a multi agency frame work to deal with the day to day problems associated with the clearance of export and import goods a proposal to reconstitute the same was initiated in the PTFC meetings held on 11.02.2010 and 11.03.2010. Following the same, (1) Draft Policy proposal dated 06.04.2010 for reconstitution of Permanent Trade Facilitation Committee (PTFC) was circulated and hosted on website www.jawaharcustoms.gov.in seeking suggestions from all the existing members and other organizations about the reconstitution in order to shape PTFC as a multi-agency framework. The suggestions received in response have been duly considered. (2) Different Associations were heard on the issue on request and the modality to be adopted was discussed at length with the Chief Commissioner and other concerned Officers of JNCH. (3) In the subsequent PTFC meetings held on 08.04.2010, all the existing members unanimously approved the idea of reconstituting the PTFC. 2. Salient features of the reconstituted PTFC would be: (1) The meeting will be held on fixed date on every second Thursday of the month at 11.00 hours. If the said day happens to be a holiday, meeting will be held on the next working day at the same time. (2) Only the members and invitees shall be entitled to attend PTFC meetings. (3) Existing Associations who have been participating/contributing regularly shall continue to be the members of the reconstituted PTFC; there is no need to verify their credentials afresh. (4) New Association desirous of becoming member of PTFC will be considered/accepted after verification of the Associations credentials in line with Board`s Circular No. 100/11/95-CX dt. 20.02.1995, relating to constitution of RAC for Organized Sector and SSIs. (5) It is desirable that an Association/Organization is represented in the PTFC by the same person; this will ensure greater consistency and better understanding of the issues to be discussed in the PTFC. (6) PTFC will consider/discuss issues of common interest; it will not generally entertain isolated individual problems/issues. (7) Individuals (not being PTFC members) will not be invited as a matter of practice; however, any such individual having problem/issue involving wider ramification/implication may also be invited. 3. Accordingly it is decided to reconstitute PTFC for Import Commissionerate with the following members; 1) Commissioner of Customs (Import). 2) All Addl/Joint Commissioner/Joint Director (LAB)-Deputy Chief Chemist (DYCC), Scientist from National Information Centre( N.I.C.) 3) 2 members to be nominated by Bombay Custom House Agents Association( BCHAA). 4) 2 members to be nominated by the Mumbai And Nhava Sheva Ship Agents Association ( MANSAA). 5) 1 member to be nominated by Concor. 6) 1 member to be nominated by Indian Merchant Chambers (IMC). 7) 1 member to be nominated by All India Liquid Bulk Importers Exporters Association(AILBIEA). 8) 1 member to be nominated by Raigad Chamber of Commerce and Industry(RCCI). 9) 1 member to be nominated by Chamber of Small Industry Association( COSIA). 10) 1 member to be nominated by Association of Multimoodal Transport Organisation of India (AMTOI) 11) 1 member to be nominated by All India Importers Exporters Associations(AIIEA). 12) 1 member to be nominated by Crop Care Federation of India(CCFI). 13) 1 member to be nominated by Associated Chamber of Commerce and Industry (ASSOCHAM). 14) 1 member to be nominated by Maharashtra Chamber of Commerce, Industry and Agriculture (MACCIA) 15) 2 members representing all other CFSs operational at the Jawaharlal Nehru Port Trust(JNPT). 16) Branch Managers of SBI and Bank of India and IDBI at Nhava Sheva. 17) Regional Manager of Central Warehousing Corporation (CWC), Nhava Sheva to represent all CWC run CFSs and transshipment Cargo Carrier. 18) A representative of JNPT to be nominated by the Chairman JNPT. 19) Chief Executive of Nhava Sheva International Container Terminal (NSICT), Nhava Sheva. 20) Chief Executive of Gateway Terminal of India (GTI), Nhava Sheva. 21) Asstt. Drug Controller. 22) Port Health Officer. 23) Plant Quarantine Officer. 4. Some of the aforesaid Associations have forwarded the names of their representatives for the PTFC, while many others have not reported till date. All Associations/Organizations are requested to send the names of their representatives at the earliest and, in any case, before 05.07.2010. A separate Public Notice specifying the names of the nominated members of PTFC shall be issued thereafter. This issues with the approval of the Chief Commissioner.
