Admn.-24/1999 ACC Date:- 19.03.2009 PUBLIC NOTICE NO. 04/2009 (ADDENDUM TO PUBLIC NOTICE NO. 09/2007) Subject :- Transhipment procedure between any two Customs Airports-reg. Attention of all Importers/Exporters, CHAs, Airlines and Air Taxi Operators authorized to carry Transhipment Cargo is invited to the Public Notice No. 09/2007 dated 02/03/2007 issued by the Commissioner of Customs (Imports), Air Cargo Complex, Mumbai, wherein vide Para 5, the facility for transhipment of import cargo between two Customs airports and through an intermediate Customs airport has also been provided. In this regard, it is found necessary to specify certain conditions and prescribe a detailed procedure for such transhipment of import cargo through an intermediate customs airport. Accordingly the following instructions are issued. 2. The facility of transhipment of import goods between two Customs airports and through an intermediate Customs airport shall be available to an airline/carrier subject to the following conditions : (i) The carrier/airline must have a Bonded Transhipment warehouse under double lock system at the intermediate airport as permitted by the jurisdictional Customs Commissionerate and the concerned airlines/carrier shall intimate in advance the Custodian and the Customs at the intermediate customs station for ensuring safe handling of transhipment cargo brought to the airport by the airline concerned. (ii) The permission under this Public Notice to tranship import goods through intermediate Customs airport shall be applicable for Foreign to Local movement of import goods only. (iii) The permission under this Public Notice shall be applicable for transhipment of import goods through one intermediate airport only. 3. The airlines/carrier intending to tranship import goods between two Customs airports and through an intermediate Customs airport shall in addition, comply with the following procedure. (i) On submission of the application for transshipment made by the carrier/airlines, the duplicate copy of the CTM shall be forwarded alongwith the EGM by the Customs Officer posted in the bonded TP warehouse of the airlines to the Customs authorities at the intermediate airport advising them to forward the goods under transshipment to the destination airport for Customs clearance as per Rules. The said Customs Officer shall simultaneously deduct an amount equivalent to the value of such goods from the bond amount balance available in the airline s bond register. (ii) On receipt of the goods under transhipment at the intermediate Customs airport, the Customs Officer at the intermediate airport shall supervise movement of cargo and acknowledge the receipt of the TP cargo brought by the Airlines on the copy of the EGM filed by the carrier/airlines and send a copy of the acknowledged copy of EGM back to the Customs Officer at the originating Customs airport. (iii) The Customs Officer at the intermediate airport shall thereafter, forward such TP goods to the destination Customs airport for Customs clearance. Such cargo shall be distinctly and separately manifested as TP cargo in the EGM prepared at the intermediate Customs airport by the carrier/airlines. (iv) The Customs Officer at the destination Customs Airport shall receive such TP cargo and acknowledge the receipt of the same on two copies of the EGM and dispatch one copy of the acknowledged EGM to the Customs Officer at the intermediate Customs airport and the second copy of the acknowledged EGM to the Customs Officer at the bonded TP Warehouse of the airlines at the originating Customs airport from where such TP cargo on importation was permitted for transhipment. (v) On receipt of the copy of the acknowledged EGM from the destination Customs airport, the Customs Officer at the bonded TP Warehouse of the airlines at the originating Customs airport shall compare the same with the acknowledged copy of the EGM received from the intermediate Customs airport and if both are found to be correct as per the CTM forwarded by him to the intermediate airport, and proceed to close the respective TP entry in the TP register and reforwarded by him to the intermediate airport, and proceed to close the respective TP entry in the TP register and recredit the amount equivalent to the value of the goods earlier debited from the relevant bond amount of the airlines/carrier. (vi) It shall be the carrier/airline s sole responsibility to carry the TP goods in safe and secure manner and to produce the acknowledged copies of EGMs to Customs authorities at the intermediate and originating Customs Airports. The Public Notice No. 9/2007 dated 2.3.07 issued by this office is modified to this extent only and the addendum shall be effective with immediate effect.
