NO. S/3-Misc-PRO-36/2004 ACC DATE:22.04.2004 PUBLIC NOTICE NO. 15/2004 Sub: Export of Plant Plant Portion (Crude Drugs), their Derivatives/Extracts Reg. Attention of all concerned and the trade is invited to provisions of Export Import Policy (2002-07) relating to export of plant, plant portions, their derivatives and extracts. As per schedule 2, Table B (code No. 1211), of the Exim Policy, read with Appendix 2, Notification No. 3(RE 2003/2002-2007) dated 31.03.2003, export of plants and plant portions obtained from the wild and their cultivated varieties, are to be exported subject to a No Objection Certificate (NOC) from regional Dy. Director (wildlife), or Chief Conservator of Forests or Divisional Forest Officers of the state concerned. The above instructions are already in force from the period of earlier Exim Policy (1997-2002) and these continue to be operative in the present Policy (2002-07) also. However, the interest of general public awareness and for the guidance of all concerned, it is once again reiterated that all the consignments of crude drugs, plant, plant portions and derivative and extracts shall have to accompany a No Objection Certificate from the Regional Dy. Director (Wildlife), or Chief Conservator of Forests or Divisional Forest Officers of the state concerned from where these plants and plant portions have been produced. Also export of plants and plant portions of the cultivated varieties will be allowed subject to production of a Certificate of Cultivation from Regional Dy. Director (Wildlife) or the Chief Conservator of Forests or Divisional Forest Officers of the state concerned, or when cultivated in non forest areas, the District Agriculture Officer or the Distt. Horticulture Officer concerned, provided that forest/wildlife officials shall continue to issue transport permits and CITES permit when cultivation certificates are issued by DAO/DHO. The provisions of Table B of schedule 2 (SL. No. 1211); and Appendix 2 (notified vide DGFT Notification 3(RE 2003)/2002-2007 dt. 31.03.2003 are to be strictly adhered to by the exporters of plant/plant portions, their derivatives and extracts.
