Implementation of Electronic TRA – reg. - Customs - 33/2004Extract OFFICE OF THE COMMISSIONER OF CUSTOMS (IMPORTS) AIR CARGO COMPLEX, SAHAR, ANDHERI (E), MUMBAI 400099 F.NO. EDI-01/97 CC ACC DT : 16.08.2004 Public Notice No. 33/2004 Subject : Implementation of Electronic TRA reg. The importers, Custom House Agents, Officers of the Department and all other concerned are hereby informed that the practice of manual TRA has since been replaced with the electronic TRA. Necessary software for the purpose has since been installed and is in operation w.e.f. 05.08.2004. 2. For the purpose of the electronic TRA, the following procedure is to be followed (i) The license is to be registered in ICES Import System. (ii) The TRA shall be issued from the Custom House of registration of license. The hard copy of the TRA shall be handed over to the license holder, as is being done now, duly signed by the proper officers i.e. Dy/Asstt. Commissioner and Appraising Officer of the concerned Group. The TRA shall be electronically transmitted to the ICES of the recipient Custom House. (iii) The TRA holder shall present the hard copy of the TRA at the recipient Custom House for generation of the checklist which is to be signed by the importer or his agent. The TRA will then be submitted in the system which will generate the registration number. This registration number is to be indicated in the bill of entry for the utilization of the TRA. (iv) From the date of transmission of first electronic TRA from one (sender) ICES location to another (recipient) ICES location, the facility of manual registration of TRAs at the recipient ICES location would get automatically withdrawn in respect of subsequent TRAs issued by the sender ICES location. Further, if a TRA is required to be issued in respect of any balance quantity/value of a manual license not registered on the EDI system, the license would have to be first registered for the balance quantity/value, thereafter only TRA would be processed in the system. (v) Since the licenses registered in the EDI system are being debited only on the basis of a Bill of Entry or TRA issued from the system, no TRA would be issued manually even for sending to non-ICES locations. The TRAs meant for non-ICES locations will also be processed in the System and the hard copy generated and duly signed by the proper officer(s) would be handed over the license holder, as explained in para 2 (ii) above.
