Registration of EOU/ETPH/STP’s under 100% Export Oriented Units Scheme for clearance of import goods –Reg. - Customs - 88/2002Extract OFFICE OF THE COMMISSIONER OF CUSTOMS (EXPORT PROMOTION) NEW CUSTOM HOUSE, MUMBAI F. No. S/6-Genl-53/100 % EOU Date : 25.7.02 P.N. No. 88/2002 Sub.: Registration of EOU/ETPH/STP s under 100% Export Oriented Units Scheme for clearance of import goods Reg. Importers and Exporters, Custom House, Agents, trade in general and all other concerned are hereby informed that for clearance of imported goods under EOU/EHTP/STP Schemes, the importers have to get themselves registered with 100% EOU Section (Appraising). 2. It has been noticed that in a number of cases, the importers approach the department to register their units at the time of importation of their first consignment and insist upon immediate registration of their units in the ground that the goods are incurring demurrage and detention. In order to aviod delay in clearance of goods importers are requested to register their well in advance as verification of existance of Units and verification of genuineness of documents from Concerned Jurisdictional Central Excise/Custom Authorities/Development Commissioners/Director STPI/EHTP where Units are located takes considerable time. 3. Each Unit seeking registration under EOU/EHTP/STP Scheme is required to submit the following documents in original viz. Green Card, letter of permission issued by Development Commissioner/B.O.A./Director EHTP/STP etc. Licence issued under section 58 65 of the Customs Ac, 1962, proof of I.E.C. No. Bank Attested Signatures of Authorised signatory, Memorandum of Association of company/partnership deed/proof of proprietory concern, passport size photographs of Directors/partners/proprietor and also photocopies of the above documents. In addition to the above documents the importers are also required to produce photocopies of the following documents viz. proof of ownership of Units/factory, copy of B-17 Bond accepted by concern Central Excise/Custom authorities, copy of legal undertaking along with list of items permitted for import accepted by Development Commissioner/Director EHTP/STP s and copy of application/profile of importer/exporter submitted to the Development Commissioner/Director EHTP/STPs for issuing of L.O.P. copy of income tax return of Unit. 4. For expedious clearance of goods the unit should apply for and get the procurement certificate from concerned Central Excise/Custom authorities on the basis of purchase orders/proforma invoices specifying detailed description of goods, model no., quantity/net weight/sizes etc. Procurement Certificates for clearance of textile yarn should specify type of yarn (poy/filament/spen/deniers/filaments and net weight and also composition of yarn (polyester, nylon, cotton, wool, silk or viscose etc.) Procurement Certificates for clearance of fabrics should specify nature, texture, composition, G.S.M. of Fabrics and also whether the fabric is woven knitted/non-woven/coated/laminated. Width of fabrics, total length of fabrics and net weight of fabrics and G.S.M. of fabrics should also be specified in the procurement certificates.
