Quality control of export goods namely honey, marine products, milk products & egg products:- ref. No. S/16-MISC-716/2002 Gr.VII Date : 24/10/2002 Public Notice No. 134/02 Sub: Quality control of export goods namely honey, marine products, milk products egg products:- ref. From Export Inspection Council of India New Delhi reg. Attention of all concerned, Exporter s CHA Members of the Trade is invited towards the order dated 04/03/2002 of Ministry of Commerce Industry Deptt. of Commerce wherein pre-shipment inspection of export goods namely honey, marine product, milk products and egg products for quality control is made compulsory. 2. Export Inspection Council of India (EIC) has informed that for sound development of export trade through quality control and inspection the Export (Quality Control and inspection) Act 1963 was enacted and Export Inspection Council has been set up to advice the Government regarding measures to be taken for enforcing the quality control and inspection for the export commodity on compulsory basis. Under the provision of the Act, a notified item cannot be exported unless it is accompanied with a certificate of inspection issued by the Exported Inspection Agency established under the said Act or by any other agency recognised by the Government under the provisions of the Act. 3. Recently, honey has been notified for compulsory quality control and pre-shipment inspection under order issued from F.No. 6/3/2000-EI EP dated 04.03.2002. Although as per the notification certification o honey prior to export is compulsory, no exporter has offered their consignment for inspection/quality control to any of the Export Inspection Agencies and whatever export has taken place during this period appears to have been without the valid certification. 4. EIC has further stated that in addition to honey the following food items have also been brought under the preview of the Export (Quality Control Inspection) Act 1963 export consignment of these items are also required to be accompanied with the Certificate of Inspection at the time of export for customs verification: (i) Marine Product s (Ministry of Commerce S.O. 729 (E) dated 21/08/1995) (ii) Milk Product s (Ministry of Commerce S.O. 2719 dated 28/11/2000) (iii) Egg Product s (Ministry of Commerce S.O. 2077 dated 04/08/1997) 5. All concerned may note that in future all export consignments of honey, marine product, milk products and egg products will be allowed only if a certificate of inspection issued by the Export Inspection Agency is produced.
