Attention of Importers / Exporters, CHAs, and all other concerned is invited to the introduction of New Test Module CRCL Test Module in ICES 1.5. The CRCL module has been developed for the automation of the procedure of forwarding samples for testing from the customs formation to the Central Revenue Laboratory located at JNCH under a test memo and the receipt of the test report from the DYCC Laboratory online. This module is intended to bring efficiency and transparency, and reduce cost of compliance for the trade by extending automation to processes ancillary to customs clearance. The Module consists of the following components: ROLE OF CUSTOMS : 1. The Group Appraising Officer, if desires to draw a sample of the item for test purpose, will enter the details of B/E and the test requirements of the items and select the DYCC lab where it shall be forwarded. 2. The Group AO (APR) will generate the Test Memo Number that will allow Shed Examiner (INS) to draw test sample and make the entry into the system. 3. The Shed Examiner can also suggest the Appraising Officer for testing the item. In such case, the Examiner will generate the Test Memo and forward the BE to Group AO for approval of test requirement. On approval from Group AO, the Test Memo is marked back to Inspector for draw of samples. 4. The Shed Examiner will draw the sample and enter the sample quantity drawn against the item and dispatch the sample to the selected lab. Three copies of Test Memo print will be generated by Examiner to be forwarded to the Lab. ROLE OF DYCC : 1. The Sample forwarded by Shed Examiner will be received/ acknowledged by DYCC Officer having CRCL Admin (CLABADM) Role. 2. CRCL Admin (CLABADM) will assign the Test to lab officer (CLAB) with mark and verify test report (Y) or only enter test report (N) privilege. 3. Accordingly, the Lab Officer (CLAB) will verify test and make Report Entry in System. In case of any difficulty in entering report by DYCC officers, entry of Test Report can also be done by Shed Examiner (INS) on receiving the hard copy of the Test Report from DYCC. Once the test report will be entered in system, the B/E will move to next queue and will reflect on Shed AO Screen. Accordingly, Shed AO will be able to allow B/E to Out of Charge or take further action as required. The above module will only be applicable for Testing desired at DYCC, JNCH.
