PUBLIC NOTICE NO. 06/2018 Subject: Details of functions to be handled by the newly created Export promotion cells-reg. Attention of the Importers, Exporters, Customs Brokers, Steamer Agents, Liners and the members of Trade is invited to Notification No. 82/2017-Cus (NT), dated 24.08.2017, as amended by Notification No. 03/2018-Cus (NT), dated 10.01.2018, on the jurisdiction of various Customs Commissionerates and Notification No. 119/2017-Cus (NT), dated 28.12.2017, specifying that the above notifications will come into effect from 15.01.2018 and this office Public Notice No. 01/2018 dated 12.01.2018 and Public Notice No. 02/2018 dated 16.01.2018, regarding the formation of Export Promotion Cells (EPCs) at Mangalore, Hassan, Belgaum, Bellary, Gulbarga and Bijapur in the jurisdiction of Mangalore Customs Commissionerate to handle the Customs work, which was hitherto being attended by Central Excise Officers/GST Officers. The listed functions are only indicative and non-exhaustive. 2. The said EPCs will handle the following Customs work which was hitherto being attended by Central Excise Officers/GST Officers:- (a) All work related to duty-free imports by EOUs/EHTP/STPI units under Notification No. 52/2003 Cus dated 31.03.2003, as amended including issuance of Annexure III (Procurement Certificate prior to GST) certificate for duty free imports for procuring imported capital goods and raw material; collection of duty of Customs on goods cleared to DTA and on capital goods/goods cleared as such by the said units, execution of B-17 Bond, non accountal of goods etc., collection of cost recovery charges, MOT etc., maintenance of related registers and records and any other related work. (b) Verification of Reconciliation Certificate/issuance of installation certificates for goods imported by EOUs/EHTP/STPI units, with reference to related import document such as Bills of Entry, Invoice, Packing Material, Bill of lading etc. To initiate recovery proceedings as per law in the event of any discrepancies noticed. (c) Scrutiny of Periodical Returns filed by EOUs/EHTP/STPI units. (d) Processing of Bonds, LUTs etc. in respect of EOUs. (e) All the work related to duty free imports/imports at concessional rate of duty subject to end use conditions under Customs (Imports of Goods at Concessional Rate of Duty) Rules, 2017 under notification No. 68/2017-Cus (N.T.), dated 30.06.2017, as amended including processing of bonds, LUTs etc., in respect of Non-EOUs, monitoring of utilization, demand of Customs duty in case of default and maintenance of related registers and records and any other related work. (f) Processing applications related to PBW License and IBMSO in respect of EOUs and monitoring the renewals of the same. (g) Acceptance of job work intimations in respect of EOUs. (h) Permission for destruction in respect of EOUs. (i) Factory stuffing of containers for export/verification under new self-sealing procedure. (j) Recovery of dues under Section 142 of the Customs Act, 1962, at these jurisdictions except the jurisdiction of Export Promotion Cell, Mangalore. (k) Work relating to Inland Container Depots in the respective jurisdiction like ICD Desur, Belagavi and ICD Hassan. (l) Adjudication of offences and demand of Customs duty in respect of SEZs. (m) Brand rate fixation of Customs duties in case of export of goods under Section 75 of the Customs Act, 1962, at these jurisdiction except the jurisdiction of Export Promotion Cell, Mangalore. (n) Customs preventive operations at these jurisdictions expect in respect of Export Promotion Cell, Mangalore. (o) Licensing of Private/Public/Special Customs Bonded Warehouses under chapter IX of the Customs Act, 1962, manufacture and other operations in Warehouse Regulation 1966, Cost Recovery Charges, and MOT fee at these jurisdiction except the jurisdiction of Export Promotion Cell, Mangalore (p) Any other work related to Customs as and when notified. 3.
