As you may be aware, with the approval of the Government, the powers of the Central Registrar was delegated to the Registrar of Cooperative Societies (RCS) or any other officer of the State Government, as the RCS may deemed appropriate to carry out inspection of books of accounts and other activities of the Multi-State Cooperative Societies (MSCS) under Section 108 of the MSCS Act, 2002 vide this Department Circular dated 29 th May 2013 (except multi-State cooperative banks) to ensure effective monitoring of MSCS located in various States/Union Territories. 2. Whereas, all the Multi State Cooperative Societies have been directed vide this office' letter No. R-11017/83/2016-L M dated 01.12.2016 to submit the proposal to seek due approval for opening of branches. Therefore, only after getting approval from the Central Registrar, a multi-State cooperative society can open its branches and such approval given by the Central Registrar is to be uploaded on the website of the society. 3. It is therefore directed that all the Multi-State Cooperative Societies should furnish full details of their existing branches indicating the name of the contact person and their telephone nos./mobile nos./e-mail addresses to the Registrar of Cooperative Societies of the concerned states/UTs as well as to the local authoirities i.e. to the District Collectors/Magistrates where their branches offices are situated, with a copy to this office. It is also directed whenever any new branches are opened/closed, the same need to be opened/closed after approval of the Central Registrar of Cooperative Societies and after such approval, intimation of the same needs to be conveyed to concerned Registrars of Cooperative Societies, and also District Collectors/Magistrates of concerned districts.
