The point-wise reply is as under: Reply of point (1): The no. of shipping bill (Item-wise) filed during the period 01/01/16 to 31/03/17 has been already forwarded to you vide reply dated 06.11.2017 bearing F. No. - S41 (Misc) 24/2017CX/7091. Reply of point (2): Please refer to DGFT Public Notice no. 21/2009-14 dated 01.012.2009 (copy enclosed) , the items mentioned in column 2 of the table shall constitute Finished Leather and same may be exported without a licence. Any new type of finished leather not covered under the above categories shall be permitted for export, subjected to testing and certification by CLRI. Further, in order to check the unauthorised export of semi-finished leather in the guise of finished leather (with intent to evade applicable export duty), samples are drawn from the consignment in presence of CLRI official and sent to CLRI. After getting the NOC either from CLRI or Leather Expert, the LEO is issued. Hence, the question of applicability of 60 % Duty does not arise. Reply to Point (3): This matter is not related to Air Cargo. If you are aggrieved with the above information, you may prefer and appeal against the same to the Appellate Authoriy i.e Shri Amarendra Narayan, it.
