No. S/22-217/2018 A (M) Date: 01.03.2018 PUBLIC NOTICE N0. 39/2018 Sub: Implementation of paperless processing under SWIFT - Mandatory unloading of supporting documents w.e.f. 15.03.2018 - reg. It is brought to the notice of the trade, public notice and all stake holders that with the objective of reducing physical interface between Customs, other regulatory agencies and the trade, and to further enhance the speed clearance of import cargo, it has been desided to introduce a facility to upload digitally signed supporting documents on a pilot basis at New Custom House, Mumbai. 2. Attention in this regard is drawn to the Public Notice No. 12/2018 dated 25 th January 2018 , wherein, it was stated that e-SANCHIT will be introduced for all the groups of Import-I Commissionerate in NCH, Mumbai, Further, attention of the trade was invited to the procedure regarding implementation of paperless processing under SWIFT highlighted in CBEC Circular No. 40/2017-Customs dated 13 th October, 2017 , 3. In view of the it is suggested that Customs Brokers and self-filers are encouraged to use e-SANCHIT on u regular basis and it will be obligatory to upload document with effect from Murch 15, 2018 to enhance the speed of clearance. 4.Furthennore, separate counters will be earmarked for clearances involving mandatory verification of documents in original (for example, Certificates of Origin), so that trade can visit only those counters to submit the relevant hardcopies. Even such documents must be unloading on e-SANCHIT before clearance. 5. To facilitate smooth functioning of this facility of uploading the supporting, the feedback, queries/difficulties, in implementation of this Public Notice (issued in reference to CBEC Circular No. 40/2017-Customs dated 13/10/2017 ), if any, shall be brought to the notice of the undersigned or may be addressed to the Deputy Commissioner or Customs (EDI), NCH, Mumbai or Deputy/Assistant Commissioner in charge of Appraising Main (Import-I) NCH, Mumbai. 6.
