No. P3/06/2017-Stats(AM) Date: 25.05.2018 PUBLIC NOTICE NO. 19/2018 Sub : Procedure for movement of containerized Nepal bound cargo to MMLP CFS of M/s. CONCOR at Viman Nagar, Visakhapatnam by road from Visakha Container Terminal (VCTPL) for onward despatch to Birgunj ICD via Raxaul - Reg. Attention of the Nepalese importers, Custom House Brokers, Steamer Agents and all other concerned is invited to this Custom House Public Notice No.25/2016 dated 15.11.2016 in respect of Rail Service Agreement between Government of Nepal and Government of India. 2. As of now, the Nepal bound containers landed at VCTPL Berth are moving from VCTPL to ICD Birgunj(Nepal) via Raxaul by Rake as per Public Notice No.25/2016 dated 15.11.2016. 3. M/s. CONCOR in their representation letter No. CON/CFCV/ Nepal/2018 dated 18.05.2018 informed that there was an accumulation of Nepal bound containers in VCTPL due to non receipt of documents from Nepal importers and requested to allow them to shift the containers from VCTPL to Concor MMLP CFS so as to transship the same to Nepal ICD Birgunj via LCD Raxaul in Rake. M/S CONCOR also produced no objection certificate from various Liners. CFS Operators Association also represented that heavy congestion in VCTPL due to accumulation of containers causing inordinate delay in clearance of containers and requested to ease out the issue. 4. Accordingly to facilitate movement of Nepal bound containers to ICD, Birgunj by rail the following procedure is laid down: (i) M/s. CONCOR has to submit a separate Transit Bond for ₹ 250 Crores for approval in ITP Cell for movement of Nepal bound containers from VCTPL to CONCOR MMLP CFS. (ii) The Bond will be debited manually in ITP Cell at the time of movement of Containers from VCTPL and after the containers reaching CONCOR MMLP CFS, the Bond will be re-credited at ITP Cell on submission of proof of receipt at Concor MMLP CFS issued by Preventive officer of CONCOR MMLP CFS. (iii) Containers received at MMLP CFS should be placed in a specified place demarcated for Nepal bound containers. These containers should not be mixed with the general import/Export containers. (iv) For the containers placed at CONCOR MMLP CFS, ITP Cell will issue ICCD/T.P after due verification of all import documents i.e. L.C, and Non LC documents submitted by Nepal Importers/CHAS. (v) Concor MMLP CFS will have to furnish a fortnightly statement to the ITP CELL of Custom House, VisakhaPatnam indicating the transit movement of the containers from CFS to ICD Birgunj for the purpose of reconciliation. 5. The above procedure has been devised as a special trade facilitation measure for Nepal bound in transit containerized cargo landed at Visakhapatnam Port (VCTPL). Other terms and conditions of the Public Notice No. 25/2016 dated 15.11.2016 remain unchanged. 6.
