S/3-Misc-PRO-76/2017-18/ACC(1) Date: 03.03.2018 PUBLIC NOTICE NO.56/2018 SUB: Implementation of paperless proceedings under SWFIT- Mandatory uploading of supporting documents for all the Bills of Entry filed in ACC w.e.f. 15.03.2018 -regarding Attention of all Importers, Exporters, Custom Brokers, Airlines, Members of Trade, and Other Stake Holders is invited to the Public Notice 47/2017 dated 22.12.2017 issued by Commissioner of Customs (Import) ACC Mumbai, wherein a facility to upload digitally signed supporting documents concerning Bills of Entry, was introduced at ACC on a pilot basis through e-SANCHIT. 2. It has now been decided that it shall be obligatory to upload the supporting documents through e-SANCHIT facility for all the Bills of Entry filed in Import and Export Commissionerates at ACC, Mumbai w.e.f. 15.03.2018. Step by step procedure for electronic document uploading is attached herewith and is also available on ACC, Mumbai website at the following link: http://accmumbai.gov.in/aircargo/miscellaneous/pn 2018. html 3. (i) When a Bill of Entry is filed by using e-SANCHIT facility, hard copy of uploaded documents will not be insisted by Assessing Offcers. Hard copies of additional documents required during assessment should be uploaded through e-SANCHIT as per procedure outlined in the CBEC circular no. 40/2017 dated 13.10.2017. (ii) Certain documents/ Certificates in original (for example, Certificates of Origin, Duty Exemption Certificates,' etc.) are required to be mandatorily verified at the time of assessment and/or clearance stage, as the case may be. However even such documents must be uploaded on e-SANCHIT before clearance. (iii) To facilitate smooth functioning of this facility of uploading the supporting documents, the feedback, queries/difficulties, in implementation of this Public Notice, if any, shall be brought to the notice of the undersigned or may be addressed to the Asst. Deputy Commissioner of Customs (EDI), ACC, Mumbai, by email or the Deputy/Assistant Commissioner in charge of P.R.O. (Import) ACC Sahar, Mumbai (emails address: - [email protected]) 4. Action to be taken in terms of this Public Notice should be considered as Standing Order for the purpose of officers and staff. (S.
