No. VIII/39/01/2017-Tech I Date: 11.06.2018 PUBLIC NOTICE No. 31/2018-Customs Subject: Customs - Transhipment of Import containers from Krishnapatnam Port as a gateway port - Simplification of transhipment procedure regarding. *** Attention of all importers, exporters, Customs House Brokers, Member of the Trade and other is invited to the transhipment procedure prescribed under Chapter 10 of CBIC Manual of Instructions which deals with transhipment of containers at Gateway port. 2. As a matter of Trade Facilitation and ease of doing business and to promote transhipment of cargo through Indian ports, it is proposed to simplify the process of verification of seals of containers meant for transhipment at gateway port of Krishnapatnam which is under the management of M/S Krishnapantam Port Company Ltd (M/S KSPL). The following procedure has been prescribed for the same. 3. M/S KSPL shall cause necessary verification of seals of all containers meant for transhipment and certify on the list of containers given in transhipment application that the seals are intact. They shall also submit soft copies of digital pictures of intact seals of all containers meant for transhipment. In case of any tampering of seals is noticed, the same shall be informed immediately to the proper officer of the Customs. Further, M/S KSPL shall also furnish undertaking that the transhipped containers will be delivered at destination ports with seals intact. The destination port shall verify the seals. In case of any issue is brought before the Customs authorities at Krishnapatnam Port that the seals were found tampered at the destination port and the cargo is missing, then M/S KSPL shall be held responsible in the absence of cogent evidence against destination port authorities. Based on the certificate received from M/S KSPL, transhipment may be allowed by the proper officer of Customs. 4. The aforesaid procedure for transhipment is applicable only in respect of transhipment of imported containerised cargo from gateway port of Krishnapatnam to another port in India through sea only. 5. This Public Notice supersedes any other instructions issued by this office regarding verification of seals in respect of containers meant for transhipment of Import containers. 6. All the members of the Regional Advisory Committee, Trade and Industry Associations are requested to circulate the Public Notice among their constituent members for information and guidance. 7. Action to be taken in terms of decisions taken in this Public Notice should be considered as Standing Order for the purpose of officers and staff. 8. Difficulties, if any, in implementation of this Public Notice may be brought to the notice of the Commissioner of Customs (Preventive), Vijayawada. (SUDHA KOKA) COMMISSIONER
