No. IV (39)04/Tech./CCE/Pat/11/Pt.I/ Date: 16.02.2017 Public Notice No.: 01/2017 Sub: Designation of officers responsible for Control of Documents as per SQM (Service Quality Manual) for implementation of SEVOTTAM SEVOTTAM is delivery of service as defined in the Citizen's Charter, to all its Customers as per IS 15700 incorporating the best practices in uniform, comprehensive and transparent manner so as to provide a responsive and efficient tax administration to them. In order to implement SEVOTTAM in Central Excise Service Tax Commissionerate Patna and its six Divisions viz. Central Excise Division Patna-l, Central Excise Division Patna -II, Service Tax Division Patna, Central Excise Division Gaya, Central Excise Division Muzaffarpur, Central Excise Division Bhagalpur, following services along with the time norms are identified in Col.2. In order to implement the standards as given in the Citizen's Charter following 'Process Owner' in Col.No.3 are defined. These Process- owners are also hereby designated as officers responsible for Control of Documents as per SQM (Service Quality Manual) Para 3.2.4. This is with immediate effect and until further order:- Sl. No. Details of work /Service along with time norm Process Owner 1 2 3 1. Acknowledge all written communications within 7 (seven) working days Assistant Commissioner (Technical) of Central Excise Service Tax (H) Patna Commissionerate and Supdt. (Technical) Of respective divisions. 2. Convey decision on matters relating to declarations or assessments within 15 working days of their receipt Dy./Asstt. Commissioner of the concerned branch of Central Excise and Service Tax (H), Patna and respective divisions. 3. Disposal of refund claim within 3 months of receipt of a complete claim Dy./Asstt. Commissioner of respective divisions. 4. Complete Central Excise Registration within 2 working days of receipt of a complete application Dy./ASstt. Commissioner of respective division. 5. Release of seized documents, which have not been relied upon for the issue of the show cause notice, within 30 days from the date of issue of the said notice, unless otherwise provided under the law DC/AC (Anti-Evasion), Central Excise Service Tax (H). DC/AC of respective Central Excise Service Tax division 6. Complete examination and clearance of export consignment at factory premises within 24 hours of accepting the request Range Superintendent of respective Central Excise Range 7. Time norms for Other activities, as may be prescribed, shall also be observed. Dy. /Asstt. Citizen/Clients/Trade is advised to submit any written communications including intimations, applications, declarations, etc. pertaining to Central Excise Service Tax Hqrs., Patna in Centralized Receipt Section at 1 st Floor of Central Revenue Building (Annexe), Birchand Patel Path. Patna- 80Q 001 and obtain on the Spot dated Acknowledgement. Similar arrangements have been made in the Divisions and Ranges. 3. Citizen/Clients/Trade is advised to avail of the above services.
