No: IV(16)Tech/GGN-II/Trade Notice/61/2014-15/1336 Dated: 03.03.2016 TRADE NOTICE NO. 06/2015-16 Sub: Facility for payment directly to assessee's/exporter's bank account, being introduced for all refunds/rebates sanctioned by Central Excise Commissionerate, Gurgaon-ll Consequent upon issue of Circular No. 1013/1/2016-CX dated 12.01.2016 by Central Board of Excise and Customs (CBEC) regarding e-payment of refund/rebate claims, the facility for payment of refund amount directly to the assessee's/exporter's bank account has been introduced for all refunds/rebates sanctioned by Central Excise Commissionerate, Gurgaon-II. 2. Thus, as a trade facilitation measure, the facility for payment directly to assessee's/exporter's bank account is being introduced for all refunds/rebates sanctioned by Central Excise Commissionerate, Gurgaon-ll in order to speed up transfer. 3. The following procedure for e-payment of refund/rebate is prescribed for implementation of the above said facility: (a) For all fresh claims filed on or after 15.03.2016, the claimants shall provide one time authorization in duplicate duly certified by the beneficiary bank in the format Annexure A enclosed with this Trade Notice along with a cancelled cheque containing IFS code. For all subsequent claims, the claimant shall produce a self attested copy of the authorization already submitted to the refund sanctioning authority. (b) For all pending claims, where refund orders have not been issued before 15.03.2016, the claimants shall provide the necessary authorization in duplicate duly certified by the beneficiary bank on or before 14.03.2016. (c) All the refund sanctioning authorities are authorized to order for payment of refund under the system of Electronic payment of refund/rebate amounts through RTGS/NEFT facility, through Authorized Banks as detailed below: Sr. No. Designation of the Refund Sanctioning Authority Name of the Bank 1 Deputy/ Assistant Commissioner, Central Excise Division-VI, Gurgaon-ll. The refund sanctioning authority would forward to the above banks at regular intervals (i) Signed statement in format Annexure B enclosed with this Trade Notice containing the list of beneficiaries (ii) A Cheque in favour of the Bank as mentioned above for the consolidated refund amount (iii) Authorization letter in original received from the claimants and (v) soft copy of the above statement to the banks through e-mail. 5. Duplicate copy of the authorization letter from the claimant will be retained by the respective refund sanctioning authorities. 6. It is clarified that the banks may charge the refund claimant charges for remitting refund amount through RTGS/NEFT and the claimant would get only the net amount. 7. Upon receipt of the statement signed by refund sanctioning authorities and the cheque for the consolidated refund amount, the bank would credit the refund amount to the respective accounts of the claimants through RTGS/NEFT after deducting the applicable RTGS/NEFT charges as per RBI guidelines. 8. In case of any difficulty, the claimant may contact their jurisdictional Deputy/Assistant Commissioner or the Technical Branch of the Commissionerate.
