Complaints have been received from the State Government of Meghalaya at this end that illegally obtained boulder stones are being transported through Land Customs Stations in this Commissionerate and that the data regarding such goods exported through our LCSs cannot be reconciled with data held by them as both sets of data do not usually tally. In this connection, attention of all officers is brought to Instruction No. 01/2015 dated 22.04.15, wherein inter-alia directed that a copy of Transit Pass/Challan issued by concerned State Government department should be collected by the Customs. It appears from the complaints that this Instruction is being disregarded by our officers. It is therefore re-iterated that for exports of boulder stones, through any LCS in this Commissionerate, the officers should ensure that a copy of Transit Pass/Challan issued by the relevant State Government department (from the State of origin of the goods and/or state through which the goods are being exported) is submitted by the exporter prior to its export. The Transit pass/Challan should be defaced by the Customs Officer with his sign seal, so as to prevent misuse of the same. However, this sign seal is not to confirm the authenticity of the document being submitted but only as a token of having been perused by the officer. Furthermore, to ensure compliance by the trade in submitting proper documents, random post-verification of the same may be done by sending them to the relevant issuing State Govt. Departments/District Council to ensure their I gal origin and in case any discrepancy is noted, action under Customs Act, 1962 has to be taken. (K. Ashi Khieya) Commissioner
